One electron goes out, another gets back in and takes its place. Totalizing everything, no electrons are permanently transferred from one place to another. Only energy is transferred. Compare this to a wave in water: the waves moves on, but the individual pieces of water go back to their places.

The p.d. is provided from the energy the electrons gain from the push of the photons.
