It was until about ten years ago. Then spikes in gas prices drove the price of food up and made the cost of living index go way up that year. Then gas prices came back down so Our elected officials decided it was a false indicator of what was really going on. With the higher Cost of living index, military and Social Security got nice raises that year. Interestingly enough as with all things there are consequences. Now with gas prices and food prices up people have stopped purchasing the "nice to haves" so it appears there is no inflation. And yet, at home we all feel the infalted prices we are trying to live with.
