First guess: * people are not buying as many new cars- which means they are running older cars that are in worse shape (over all), * people are travelling a little further to their new jobs (or to find a new job, or even to save a few bucks on groceries), * people are consuming more gas this year (2009) because it is no longer $4+ per gallon (USA), * we keep making more people. So I'd say the "why" is people.

Does weather affect the amount ground level ozone?

Yes, weather can affect the amount of ground level ozone. Higher temperatures and sunlight can increase the formation of ozone, while calm winds can allow ozone to accumulate near the ground. Thunderstorms, on the other hand, can help to reduce ozone levels by breaking it down.

How do you stop the Ground-level Ozone?

Ground-level ozone can be reduced by decreasing emissions of its precursor pollutants, such as nitrogen oxides (NOx) and volatile organic compounds (VOCs), from sources like cars, power plants, and industrial facilities. Implementing cleaner technologies, promoting the use of public transportation, and enforcing regulations can help control these emissions and reduce ground-level ozone levels. Regular monitoring and forecasting of ozone levels can also help to alert the public to take precautions during peak periods of high ozone concentration.

People sometimes incorrectly assume that ground level ozone is the same as the atmospheric ozone that is thought by some to be a contributor to global warming.

Why are ozone levels typically not reported in the winter months?

Ozone levels are typically not reported in winter months because colder temperatures and reduced sunlight lead to lower levels of ground-level ozone formation. This makes it less of a concern compared to warmer months when ozone levels tend to be higher due to increased sunlight and higher temperatures.
