It increases the speed of the river (the meaners slow the water down) so if there is lots of water in the river (which will cause a flood) the water moves through quickly meaning it is less likely to flood the area. However this means that further down the river it is more likely to flood and tje flood will be worse because there has been more time for the water is flowing quickly towards the area. This means that straighting meanders is an effective means of preventing flooding in a city if there is land down stream which can be flooded without causing much harm (eg farming land).
