No, there is no wind powered cars being produced. Wind power is unfeasible for powering an automobile. The wind is not always blowing and it would simply not work.
Mostly because the battery's are too heavy and hard to produce, then put into cars. Also, the battery doesn't stay fully charged for that long. There are a few mass-produced all electrics though, like the Tesla : )

Solar powered cars have a solar panel somewhere on the outside of the car, and the energy is either directly run to the wheels, or charges a battery, which then powers the wheels, where as electric powered cars use only a battery, which can now be charged using a regular plug.
