The California Indians were there because before they were on the missions, they didn't have much clothes, food, or shelter, so when Father Junipero Serra (the man who established the first mission) offered that to them if they came to the missions.

That depends on what natives you are talking about, and what kind. There are people who are natives of a country because they were born there and lived there before a new batch of settlers, but a different group might be "natives" that were there before that first group, historically, so a lot of it depends on how you look at it. There are people who are natives of a certain place because they were born there, but haven't lived there for a long time. You can speak a language "like a native" ... native there meaning a native to the language: someone who has spoken it since they were little. Some people use the word "native" to mean anyone who might be uncultured or wild, which is why you'll hear people refer to a group of students sometimes by saying "the natives are restless."

In most of these cases, the answer would be the same... natives are important in order to help people have a sense of history or ownership about a place. Natives who live outside modern cultural boundaries could remind us why our cultural values are important... or why there should be exceptions to them. Natives to a language help us to have a standard or an ideal of how well we would like to learn a language.
