They aren't. Double displacement (metathesis) sometimes forms a precipitate, but not always, and it would be silly to call it a "precipitation reaction" if no precipitate was formed.

Formation of a precipitate is, however, one way to tell that a reaction has occurred. If everything just stays in solution, then it's meaningless to call it a "reaction" since there has been no change.

The evolution of a gas is another method for determining that a reaction has occurred, as is a change in color (this often indicates a change in oxidation state as well, though not always).
