Because they have been in water. Puppies before they're born develop inside the womb and the womb has fluid in it called the amniotic fluid or liquor amnii . It is a clear, colorless fluid which protects and cushions the puppy (puppies) inside the amniotic sac (s). After birth the fluid is expelled from the body. Another reason why is because the puppies have been protected from the elements such as the wind and sun. So when puppies are born they're soft because their fur has never been touched or exposed to the air yet. Puppies just like human babies grow inside their mother's bodies and while in the uterus babies don't have access to the sun or anything because they're protected and also they have not come out into the world yet. So while in the body everything stays protected until the puppies are born. Puppies though don't stay soft forever, they get coarser as they get older. Some even stay soft depending on the breed. Like pugs for example are soft as puppies and when they're older they're pretty much the same as when they were younger except their fur might just be a bit coarser then before. Another breed is a shih tzu. They're always soft even as adults. The softness in puppies is more likey not to change in long haired dogs rather then short haired ones. Nobody knows why long haired dogs are always the softest but it just how it works for canines.

When a pug is born their fur is soft and delicate and as they get older it grows thicker but still remains soft.The fur doesn't change. A pug puppy feels exactly the same as an adult pug but the puppy may only seem softer because the fur is finer and is not as thick. But their fur both feels soft almost no different. Pugs are never coarse especially their head and their ears. They feel extremley soft like how a puppy would feel in genral and nobody knows why pugs fur don't change. But yes pug puppies are soft just like any other puppy would feel in genral.

Your puppy's hair will grow as nature intended and if it is not soft then that is how it is. Get used to it.
The opposite of coarse cloth is fine cloth. Fine cloth is smooth, delicate, and has a soft texture.
