1) Root hair cells don't have chloroplasts as they are under the ground,there is no access of light to them and they do not photosynthesize.Leaf cells do have chloroplasts. 2) Root hair cells have along narrow extension to absorb minerals,ions and water.Leaf cells d not have this extension as this is not their function.
