Scenes are cut from movies for any number of reasons. It can be that they were later determined to be unnecessary to the plot, they could be redundant, they could slow down the pace of the film, or it may be as simple as the running time (how long the movie is) needs to be cut down. In answer to your second question, yes you can get movies with the deleted scenes added back in. These are usually called the extended version of what ever movie you are looking for. One such example is "Bruce Campbell vs the Army of Darkness". There is a DVD release of this film that has the deleted scenes added in and as a bonus has the ending that Sam Rami and Bruce Campbell originally intended for the film (in this case the alternate ending was the one actually shown in theaters). Hope this helps.
