Because the first film starts with a gleam in the eye of the producer(s) or the director. The sequel starts with a gleam in the eye of the finance department of the studio or its shareholders.
Hmm... I'd have to say it depends on what movie it is. Some movies can't stand to have a sequel and when one is made, it turns out to be a total failure. Other movies can have sequels, though, and the sequel can be pretty good.

It has not yet been comfired. But probably yes, because Dreamworks makes sequels for some of their movies only when they get good ratings and reception. Megamind was good.

None of them are very good, but the first is definitely the best of the bunch. As is almost invariably the case with movies that have sequels.
