Snowstorms aren't necessarily bad. Most plants and animals need snow & the water it provides as it melts in the spring & summer to thrive. For humans snowstorms can be an inconvenience or even deadly. Whether they are bad or not for us mostly depends on how prepared we are for the winter season in terms of shelter, food, water & heating.

It depends on the altitudes of the mountains. When the mountain tops are really high up where air pressure is low, liquid water solidifies. Not to mention that the air is much colder also.
Mountains are generally much higher. However, the real difference is that plateaus have a flat area on top. This flat area can be quite large, even mile across. A mountain has little or no flat space on its peak or summit.

Weather conditions will be different at the summit from conditions at the base, usually. The mountain doesn't even have to be massive for this to be true. Mt. Washington in the White Mountains of New Hampshire is a modest 6,288 feet if memory serves. But as you hike or drive up, you move above the tree line and enter what is really tundra. There are no trees; just rock and lichen. It can be extremely windy and noticeably cooler than at the base. You can even be completely 'socked in' by cloud cover at the summit, even if it is a mostly sunny day at the base. There is also a wonderful cog railway that takes you to the summit, and the station is not far from the famous Mt Washington Hotel.
