I believe it's depending on the particular organ and where that organ is located and the degree of work or friction that organ would have to undergo e.g. anua, rectum, vagina, oral cavity etc.

I think it's because the stratified epithelial tissue is multilayered, as opposed to the mono-layered simple epithelial tissue.
