Why are some mammals pacers?

Some Mammals "pace" themselves either because of the terrain, or because they can't bluntly outrun them. Cheetahs have an open area and are faster than the Gazelles, so they just run full speed ahead at their prey. While, Wolves, on the other hand, have trees and rocks blocking their path, and the fact that the elk can go faster than them, but not for long. So, the wolves "run" them down, making the elk run away, and the elk will eventually get so tired that they will have to stop, letting the wolves catch up.
