In the US, many, and most likely most, steam locomotives that are still in use require people that work with little or no pay, as volunteers to simply enjoy being able to be a part of the steam railroad. Some maintenance (such as boiler inspection and repair) requires highly specialized people that are becoming rare in the US, making this costly in many cases. So, when you see a steam locomotive at the front of a train, you most likely need to thank a few dedicated people that want to keep them going.
