Simply because (a) they lack driving experience and (b) they lack the maturity to realise they're in control of a dangerous machine.

Teenagers have a higher risk because they don't pay as much attention as adults do. There are also other issues such as drugs and alcohol is more frequent in teens than any other age category. Teenagers have not yet learned the consequences of their actions and don't believe that an accident could 'happen to them.' They don't have the judgment and experience on what can go wrong and how to drive defensively.

Not many now. Why? because the laws changed allowing teens to dive up to 9pm and they also have to use their drivers permit for 6 mnths instead of optional and cant transport other teens.
