Because of the initial expansion of the Sun when it reached nuclear fusion. This pushed the lighter elements away from the new Sun, leaving behind the rocky and heavier elements which became the terrestrial planets. The lighter gases flowed passed the "ice line" [See related question] where it was cold enough for molecules to combine into the Gas and Ice giants.
