While it's rare, some goldfish can be aggressive and may nip fins. Otherwise males will chase females in the tank if the female is full of eggs. If this is the case, the male will poke his head against her side and her belly to try & get her to release eggs.
If there is one specific fish that is being chased, you may need to separate that fish from the others for it's own health; if there is one specific fish that is constantly chasing the others, then you may need to separate that one from the rest.

During mating season, a male goldfish will "chase" a female by pushing against her bottom in order to get her to lay her eggs. However, a goldfish will chase another fish for any number of reasons from simply playing, to being aggressive and moving the chased fish out of his or her "territory".

The two goldfish doing the chasing are likely male, and the one being chased is female.
They are chasing her, and likely poking their heads against her sides & belly in an attempt to get her to release eggs.

If the chasing is constant, you may want to look at getting a tank divider which allows all the same water flow (it's almost like a net but thicker and sturdier) to keep the female from the males so she has time to relax.

It is possible that the one doing the chasing is a male who wishes to spawn. Check out its gill plates and pectoral fins and see if there are any white spots visible. If there are white spots visible, then that is what is happening. Goldfish come into breeding mode/condition when their water gets above 65F and goes towards 70F. That is usually in Springtime.
