The rings of Saturn are visible because they are large and composed of particles which are very bright and reflective (ices). The visibility of the rings varies because while they are wide, they are very thin and when viewed edge on (we are moving to an edge on view at the moment - 2008) almost disappear.

Mainly because they are there!

Saturn has many, many rings to they are more visible, whereas Jupiter for example, has only one very thin ring and is not very visible, and so is often said to have no rings.
