Some are near the sea. In the UK they all are, because we don't have large enough lakes and rivers for cooling. whilst the sea is there as a good cold sink and transmission lines are not very long to get to load centres. In the US it is different, many stations are inland because the country is so much bigger, and there are sources of cooling water inland.
Because the sea provides ample cooling for the steam cycle, and there are no large rivers or lakes available in a small country.

After searching for an answer to this question I can only find information on nuclear power generation in power station. I would assume that this complete lack of any information in relation to home nuclear power generation means it will not be a possibility in the near future.
It is safely disposing of the bits of a burned out power station. (As nuclear fission gives off neutrons, anything near a nuclear fission reaction itself becomes radioactive over time, so it is a big job to take down a power station safely)
