Some people use aerating rocks in aquariums to maintain a healthy level of oxygen in the water for the fish or whatever else lives in the aquarium. The rocks usually have a little tube running outside the tank with a pump which sends the air into the rock, and little holes in the rock release it as a steady stream of little bubbles. Some of the oxygen from those bubbles is dissolved into the water, thus the fish is able to breathe it. They're a very good thing to have in an aquarium.
It depends on what you mean by bubbles.
Are they the bubbles from the little plastic box? This is an aerator, and there is a little pump that brings air in through the filter in the box and pumps it into the water.
If you are talking about the bubbles that form on the glass, this is air that is dissolved in the water. As water warms up, it is less able to hold as much gas(air) and it starts coming out of the water and will form on imperfections on the glass and hence you get bubble forming. This is why it is hard for fish to survive in warmer water. Cold water fish tend to have smaller heads and smaller gills relative to their body size. Warm water fish tend to have bigger heads, and hence bigger gills compared to their body size in order to pull more oxygen out of the oxygen starved water.
