Because stupid people who have no idea how to sympathize (be nice to others) pick on those who are weaker than they are. They express their emotions that way, because they show how jealous of how "pure" and kind you are. If you are a bully victim then you should really tell an adult/teacher. If people would call you a wuss or a baby or something, then remember:
Authority has power, and if you have authority(adults) on your side, then you have power. Just remember to not get payback at those bullies enough to make them cry for their mommies, but to at least feel defeated. If they try to bully you even more for reporting them (it means they're scared of you reporting them again for bullying and they are trying you to discourage you from reporting them) then just talk to the principal or something and tell him/her that the bully has already been caught bullying you, and is doing it again, that could mean a suspension for the bully.

Yes, school bullies should be punished by law enforcement if they have caused the victim to have a breakdown or that victim has taken their own life because of the constant bullying and it shouldn't matter if the bully is a minor not. It is time for parents of bullies to do something with their children and schools should kick the bullies out of the school.
