The training for correctional officers (e.g. jail staff)is not as extensive as that for treatment staff (e.g. psychologists) As a result there are more correectional staff availabe at a lower cost than treatment staff. As prisons have become more driven by cost considerations rather than results or benefits the supervision of the system ahs tended towards the cheaper and simpler approach of containment not treatment.
