In fact it has no brakes at all. There is absolutely no way in which this would be allowed on a public highway. Small hovercraft do exist; they are used by enthusiasts on farms, airfields and lakes. Many of them are home made, some home designed. Large hovercraft are made for special purposes, notably high-speed car ferries on sheltered waters and assault craft for military purposes.
