well if you wish to slow a video down, add it to windows live movie maker, then click the edit tab that appears when you click on the video. then just reduce the speed to .5, .25, or .125
Windows Movie Maker is completely EXCELLENT for video making and easy. For video producing you should use Windows Live Movie Maker or AVS Video Converter (the edit feature where you can add effects and a main menu.) !
