As WikiAnswers grows, the number of Categories grows. But there are a lot of different Categories that might not be here yet because they are a little too "narrow" in focus. There is no "Famous Left-handed People" Category. Yet. As the number of questions grows, those here at the Community Level (who monitor the size of each Category) make decisions as to when a new Category needs to be added to more adequately "cover" an area. It might be looked at like a "Split" of an existing Category. Just like "Rules of the Road" was added to "Laws and Regulations" to hold the growing number of questions concerning traffic laws. That's pretty much the long and short of it.
