North Korea has a very totalitarian tyrannical government. It have concentration camps, much like Nazi Germany had where they torture, rape, and kill their own citizens who dissent towards the North Korean government. Food is also very short in supply in North Korea, with the government using it as a weapon against its people at times. Anything like this built has special seals on the equipment where they re broken in the event someone tries to tamper with it to receive any information from the outside world. You could get sent to a concentration camp for doing this as well. There are many horrific stories that come from the citizens of North Korea that are able to escape. One being a women being raped by the guards of the concentration camp. She became pregnant and the guards cut the fetus out of her while she was alive tied to a pole outside exposed to the elements. They were both left for dead. It's reasons like this and many others that tempt their own citizens to attempt escape from the country.

China also wants to maintain its influence over North Korea as a strategic buffer against the United States and its allies in the region.
