To understand this, you must look at what motivates people in the rap scene and what the performers get out of it. Rap seems to have ego appeal and the perception of power. While there are women who want such things, there are not as many as men.
Women tend to not be as obsessed with violence, blood, gore, power, threats, weapons, etc. when compared to men. So they have less to rap about which fits into the traditional rap scene. Rappers are judged for their integrity to a point, so they might not get by with just making up lyrics that didn't happen.
