The whole Jenna Thing was planned. Jenna wanted Toby to leave because of the things he did to her. One night, Jenna went to Ali and asked if she could throw a firework into the treehouse and frame Toby (Toby always threw fireworks on things in the back just for the fun of it. His parents were tired of him making a mess and threatened to send him to boarding school if he did it again). While Ali was about to throw the firework, she caught a glimpse of Toby molesting Jenna (Hand in her shirt if I'm not mistaken). Ali was so shocked and lost her aim and threw it in the tree house and it caught on fire. The fire made Jenna blind.

Toby took the blame because Ali blackmailed her. If he told her she set fire to the treehouse, she would tell he was molesting Jenna. He took the blame and was sent away.

When Alison was alive she said Toby use to look threw the windows when they had sleepovers and the girls told the police. The 4 girls got a video and said that the jumper that Alison was wear was Toby's. The 4 girls told the police and then Emily thought he really did kill Alison and then Toby was caught and wasn't allowed to go anywhere.

P.S. Courtney (Alison's twin sister) was pretending to be Alison when Alison was sent to the mental institution instead of Courtney. When Alison came back she killed her twin sister Courtney. So the real Alison is alive.
