Women in Afganistan under the Taliban rule could not go out in public without their husband or close male relative. The answer is complicated in the sence that The taliban which consisted of Islamic exstremists who believed that women were 2nd class and did not deserve rights and were only there to produce children and please their husband. Therefore there were an extensive list of laws which women must abide and some which continue to this day. One law of such was that women could not go out in public without there husbands or close male relative because it was thought that they would attract men whom they would have affairs against there husbands this is not the sole reason but this like many have no logic and in some cases perhaps like this don't have a reason at all unless you understand the Talibans way of thinking in a complex ideaology

They weren't allowed to go outside because the taliban and took over and ruled the people By:Kamala Haffenden
Because they do not want the girls getting kidnapped or killed.
There is a general legal prohibition in Afghanistan for women to go anywhere without a male guardian that derives from local cultural norms and a stringent reading of Islamic Law.
This practice commonly stems from cultural norms and social conventions that dictate modesty and privacy. People of the same gender sharing a space like a locker room or restroom may feel more comfortable changing in front of each other due to familiarity and a perceived sense of safety and understanding. It's not about one gender being superior to the other, but rather about respecting personal boundaries and comfort levels.
