If you are a member, you will get a free TCG Pack as a monthly member gift. To be fair, SOE decided to lock the pack as it would be unfair to allow the packs to be traded, the company wouldn't make money. Everyone wouldn't buy the TCG packs avaliable in the SC shop, they would use the free ones.
The ones that you can buy in the SC Shop are tradeable.
