i work outside i usually wear a ball cap in summer the sun is straight up so the cap blocks my face however its winter now the sun is like 30 deg lower or so. I do not know exact but my face is sun burned and its December however it does not hold true because my arms would be less tan in the winter than summer so i would conclude that it all depends on the angle of the sun to part of your body that is to be exposed.
There are two reasons why you would be more likely to get sunburned in the summer than in the winter. The sunlight is more intense in the summer, and also because the weather is warmer you would be likely to be wear less clothing and to expose more of your skin to the sun.
