Why aren't all building made like the Hagia Sophia if it is able to with stand natural disasters?

While it might be cost effective to build a few of our most importand buildings to withstand natural disasters, it would not be cost effective to do so for ordinary buildings. Even then, the strcutures we think of as very sturdy are not invulnerable.
