Because clouds are just water vapiour from the ground. A common myth is that clouds are fluffy. They simply arent! Water rises eacuse of evaporation causeed by the suns pull. Just like how in desrts there are bearly any water! Because of the suns sterength at a particyalr place. Sorry for my awful grammar
