It is physcially impossible for a creature who is part human and fish to exist. It would die the moment it was born..

Because in the USA there are Federal/State Bans that prevent scientist from experimenting with combining human and animal DNA in to a viable life form...

The Arizona state Senate passed a bill making it illegal for a person to "intentionally or knowingly creating a human-animal hybrid." The bill, which passed 16 to 12, prohibits anyone in the state from "creating or attempting to create an in vitro human embryo by any means other than fertilization of a human egg by a human sperm.The measure also outlaws "transferring or attempting to transfer a human embryo into a nonhuman womb," "transferring or attempting to transfer a nonhuman embryo into a human womb" and "transporting or receiving for any purpose a human-animal hybrid."

Louisiana passed a similar law in 2009.

Given the high level of technology available for mapping,decoding and engineering DNA it is obviously possible to combine human and animal DNA into a viable lifeform and create a human-animal hybrid or they wouldn't be banning all research to the subject thereof...just as the US banned human cloning,and now we all see that cloning a sheep can be done...
