Basalt is only formed when a magma erupts on the Earth's surface. However, while it only forms on Earth's surface, it can later be buried by sediments accumulating over the top of it. Therefore it is incorrect to say that vasalt is only found on the upper part of the continent, there are basalts within sedimentary sequences.
