If you want to be good in c you should know about the hardware that how it works. because in c language we give the instructions to the internal circuits. after you develop any program run that manually and match the output with c language compiler. It will run continuously if the A/C is on. If it is running all the time with the A/C off, then check the thermal relay as it may be stuck closed.
Depending on what language you are programming it may or not run. However most of the major languages (C, VB, C++, C#) you should be able to run it.
