Cakes cook quickest on the middle shelf because, when the oven is switched on, the heat rises from the bottom of the oven and passes through the middle of the cakes (this helps you get better cakes because they rise more).

Perhaps you should turn your oven down so your cakes can cook thoroughly in the centre, but have a smooth texture on the top. I don't know what kind of oven you have, but fan ovens are usually the best as they evenly cook the cakes, rather than create a bubbly layer on the top. Another cause could be sugar. I always find that the sugar in a cake mixture has to be mixed thoroughly with an electric mixture; this ensures that the cake won't separate and become grainy as it cooks.
