Some Americans DID eat dogs in the past. Dog meat was seen to be a cure for tuberculosis in the 19th century, and also as a source of food during food shortages. It was also a part of several Native traditions. Today, some Natives still eat dog meat, but it is not common.
The reason why Americans do not eat dogs is because they have had an extended personal relationship with dogs over generations and have come to embrace them as pets only. It is not illegal, but heavily taboo, in a similar fashion to why Indians do not eat cattle.
