When a new area code is created, local telephone switches must be updated to enable dialing the new numbers, and to route them correctly. It is possible that someone trying to call you was on a cellular provider with a telephone switch that didn't yet have area code 289 activated, although that's unlikely to be the case 9 years after area code 289 was created.
Bottom line: glitch in the switch.
