Why can't install php on vista?
There is a problem with the installer and vista. To install Apache, MySQL or PHP you must disable User Account Controller, install the program(s) restart the computer and enable UAC. This is the only way to install those software and other ones, not listed here.
Yes Apache supports php although you have to install mod_php which if you are on debian can be installed with "apt-get install libapache2-mod-php"

You can not install IE6 on Windows Vista.
The specific order of program installation does matter here. PHP makes certain configuration changes to Apache's httpd.conf to enable support for PHP files. If you install Apache after PHP, then those changes will not take place. To add such support, either re-install PHP, or edit httpd.conf manually.

PHP is platform independent. You just need to install WAMP or XAMPP server on windows and PHP will be executed using http://localhost.com
Download & Install a WAMP or XAMPP Server and everything you require to code in php comes with them. If you want to secure wamp or xampp you ought to change the php.ini file and mysql config files and change password for mysql and php localhost

You have to install both operating systems to get a 'dual boot' system. I would suggest installing vista first, then installing ubuntu. Doing it the other way around will mean that the ubuntu installation will not be recognized after you install Vista, so do the Vista install first.
