I think kids under 17 or 18 should be able to drop out
Kids either understand the value of school, or are at least willing to go through the motions of attending school, or they don't. Shorter days would have no effect on the number of kids who drop out.

kids cant have cell phones at school because it is distracting for them . school is a place where they are taking a time to learn new things that will help them for the future. if they need to call home for an emergency the school office will allow them to call.
