Your premise is entirely wrong....military not only can, but do file bankruptcy at a much higher percentage than the avberage population. Much, much higher. In 2000 almost as many active duty filed BK as all the rest of the population. This is suprising in many ways, especially as medical costs, the major contributor to BK of many people, is not a major factor to military.
