The hamachi part yes as long as the hamachi is active for that server the server itself cant run though as the server is local to the computer.
There is no other way unless you want to pay a professional hosting service to host a server for you.

That is probably because you do not have any other people on the server. To let other people onto a server you need to give them your server ip.
