Quite simply, because Saturn is not a solid planet at all but made mostly of gas. It is one of the 'gas giants' of the Outer Solar System; it may possibly have a solid core, but if so this is shielded beneath thousands of miles depth of the gases that make up the bulk of the planet. Even if it was solid, the gaseous atmosphere would be unbreathable by us, and probably highly poisonous. We would just suffocate through lack of oxygen.

The other reason is that it would be too cold. It is too far away from the Sun for us to be able to survive, we'd quickly freeze, and we couldn't produce our own food as nothing could grow in the very cold temperatures. We would have to be entirely dependent upon supplies sent from Earth, and it takes 7 years for space probes to get there!!
