Earthquakes do not happen in stages, or are visibly predictable like hurricanes or tornadoes. For example, we can use radars and weather tools to detect them. Earthquakes on the other hand, don't happen in stages so we can not precisely predict the exact timing of the earthquake. Scientists have other ways to predict earthquakes, even thought they can not predict the precise timing of the quakes.

They can't predict the time or the location of earthquakes. They can provide probable data on expected times and location an earthquake with better assurance than in the past but not exact times or dates.

They have to either rely on strange animal behaviours, which is usually common before earthquakes, or rely on other countries with advanced earthquake prediction systems to warn them before an earthquake strikes. However, the people prepare for earthquakes like everyone else. They take their valuables with them, hide under the table etc.

The only way that we humans can predict tsunamis is just about the same as the way we predict the earthquakes that cause them. The Quake releases p-waves that are extremely fast and non-destructive, before the main S-waves and Rayleigh waves do the damage. Places with alarms like Japan will usually detect these and give a warning that's up to a minute and a half in advance for huge earthquakes. It's enough time to shut off gas, elevators, etc. and often enough time for people to get to safety if they are prepared and don't panic.
