Technically, you can walk through water. It's just harder because water is more dense than air. If the question was, "Why can't we walk on water?" that is because the human body is more dense than water, so that we sink through it.

Its called buoyancy. As you enter the water, you have gravity holding you in place. The further you go into the water, your body will want to float because of the natural buoyancy of the body as well as the air in your lungs. Deep sea divers overcome this with lead weights that are added to their suits to keep their feet on the bottom. Its not really gravity that is At Fault, but a lack thereof. It would be equivalent to walking from a room with gravity to a room with no gravity. after the last step you have no contact with the ground and no control of your movement.
