The Moon CAN be full in February, and in fact it usually is.

Rarely, the Moon is full on January 31, which means it won't be full again until after February is over. But this only happens on average a little over three times a century.

Why does the moon get full?

The moon gets full because.... When the sun is on the side of the moon facing away from Earth you cant see the moon. When the sun is on the side facing the Earth you can see the full Moon! it basically relies on where the sun is positioned.
