They can, in general - but an individual toucan might be unable to fly due to illness or injury.
Toucans can't fly as high, as far or as fast as some birds, because they don't migrate, so they don't need to. However, they are very manuverable in the air which helps them move around in the rainforest and avoid tree branches etc.
