World of Warcraft is run from the Blizzard servers, and they always run the most current game. Because of this, any client that is not patched to their level will either be patched by the game system automatically, or be blocked. In that case, you can't play World of Warcraft until your game is patched.
I tried to downgrade it but the program keeps telling me that it cant patch the installed version of the game?
On retail World of Warcraft clients, you can not downgrade. When you install the client, it installs everything up to the latest patch.

You cannot downgrade an installation of WoW without completely reinstalling it and not allowing it to patch back up to that level. Do be warned that an unpatched installation cannot access Blizzard's live servers, and will be automatically updated.

I do not think the worldeditor have ever been updated but if it were it would be shipped with the warcraft 3 patch. If you just have warcraft 3 and not frozen throne you might wanna get that too it adds massive amounts of content to the worldeditor
